BRUSSELS — The European Union on Tuesday lifted sanctions on two of Russia’s wealthiest men, including billionaire Alisher Usmanov, who was referred to as “one of Vladimir Putin’s favorite oligarchs” when the bloc imposed restrictions on him after Russia’s 2022 invasion of Ukraine.
