But are we really able to do so with our current blunt measures of school effectiveness? Published last week, the Northern Powerhouse Partnership’s Fairer Schools Index (FSI) raised questions about the usefulness and dangers of using school-level data, notably Progress 8 (P8). P8 compares a student’s progress across eight qualifications from the end of key stage 2 to the end of key stage 4 against other students with similar starting points. Since its introduction in 2016, various governments have considered this approach to be fair because it is believed to encourage all schools to achieve the highest outcomes. Unfortunately, as FSI makes clear, the P8 measure is flawed. Because it has no regard for contextual factors, it favours schools serving the least disadvantaged areas and disfavours those that are achieving notable improvements in student outcomes for the most disadvantaged communities. Mexico has sworn in its first woman president. This looks like a bold step for equality and progress—all the more impressive because the new president, Claudia Sheinbaum Pardo, is of Jewish origin. Her father’s parents immigrated to Mexico from Lithuania in the 1920s; her mother’s parents escaped to Mexico from Axis-aligned Bulgaria in the early 1940s. But Mexico is not advancing toward an egalitarian future. It is regressing into an authoritarian past. President Sheinbaum’s predecessor, Andrés Manuel López Obrador, systematically smashed the checks and balances of Mexican democracy, subjecting once-independent government institutions to the personal power of the president. Independence of the judiciary? Gone, abolished by the last major legislation of his presidency. Judges will now be elected by partisan ballots. Independent election administration? Crippled. Nonpartisan enforcement of government-transparency rules, nonpartisan antitrust enforcement, nonpartisan telecommunications regulation, nonpartisan energy regulation? Blasphemy is a catalyst for progress. Let’s celebrate it.

International Blasphemy Day, 30 September, was created “to remind the world that religion should never again be beyond open and honest discussion”. It was established after the publication in 2005 of 12 cartoons depicting Islam’s prophet Muhammad by the Danish newspaper Jyllands-Posten led to worldwide riots. The founders wanted to “dismantle the wall which exists between religion and criticism”. The wall, however, remains very much intact. Earlier this month, police in southern Pakistan shot dead Shah Nawaz, a doctor accused of insulting Muhammad and sharing blasphemous content on social media. The police officers involved were reportedly applauded and showered with rose petals by local residents. Under Pakistan’s blasphemy laws, anyone found guilty of insulting Islam or Islamic religious figures can be sentenced to death. But those accused are often subjected to mob lynching or extra-judicial killing before their cases get to trial. Shah Nawaz was the second blasphemy suspect in Pakistan to be shot dead by police in the space of a week. Pakistan is just one of around 70 countries that still have blasphemy …

It’s impossible to have a system that can’t be manipulated, but it is possible to design one that limits cynical practices. Sadly, our headline measures incentivise precisely such practices.
