Dirty waters: how the Environment Agency lost its way | Environment

When Helen Nightingale joined the National Rivers Authority, the predecessor to the Environment Agency, in 1991, she thought of her work as a calling. She had been fascinated by nature since she was a child, when she used to poke around in the earth on her father’s allotment, looking for worms and beetles. In her job, Nightingale spent most of her time walking along the rivers in Lancashire and Merseyside, taking water samples and testing oxygen levels. She was responsible for protecting rivers, and she often learned about sewage and pesticide pollution from members of the public who called a dedicated hotline. “They’d phone you up and say, ‘There’s something wrong.’ And you would go out straight away,” she recalled. “You stood a much better chance of figuring out what was wrong if you could get there quickly.” Nightingale, who has a Lancastrian accent and curly blond hair, investigated pollution like a hard-nosed police detective inspecting a crime scene. She would visit dairy farms, industrial estates and sewage treatment plants, dressed in a raincoat and …

‘We have normalised horror’ says agency official, after Israeli strike on school | Gaza

Mass casualty incidents caused by the Israeli military offensive in southern Gaza are becoming normalised in the west and leading to a sense of fatalism inside Gaza itself, according to Sam Rose, the director of planning for the Palestinian relief agency Unrwa. He was speaking after an Unrwa school at Nuseirat was bombed by Israeli forces leaving at least 33 dead, including 12 women and children. “When everyone is living in cramped, overcrowded conditions, we always said it would be inevitable that there would be incidents such as the one that happened overnight in the school in Nuseirat.” Rose, who had just returned to London after five weeks in Gaza, said: “There were about 6,000 people sheltering in that school. There are rules of war that we call on all sides of the conflict to adhere to: to protect the inviolability of our installations. There are also principles of distinction, and of proportionality. “People will have been sheltering in the courtyard of the school in the most desperate of conditions and there will have been …

Tripling clean electricity by 2030 achievable: International Energy Agency | Climate Crisis News

A global goal to triple the production of electricity from clean sources such as solar and wind power by 2030 is “ambitious but achievable”, says the world’s leading independent energy analyst. Nearly 200 countries, including the world’s biggest polluters, pledged themselves to that goal in Dubai last December under the auspices of the United Nations Intergovernmental Panel on Climate Change. That and an accompanying pledge to double energy efficiency in the next six years are designed to keep the world’s average temperature no higher than 1.5 degrees Celsius (2.7 degrees Fahrenheit) warmer than pre-industrial times. UN Climate Change Executive Secretary Simon Stiell hailed the agreement as “the beginning of the end” of the fossil fuel era. In a new report out on Tuesday, the International Energy Agency (IEA) says while official commitments cover only 12 percent of the goal at the moment, their domestic ambitions go further, covering 70 percent of the goal and putting them within reach of it. Half the newly installed renewable energy capacity would come in the form of solar panels, …

World has ‘moral responsibility’ to help small island states survive climate crisis – UN agency chief | Global development

The world has a “moral responsibility” to support the fight for survival being faced by small island states, according to a leading UN agency chief. Ahead of the fourth annual conference of small island developing states (Sids) being held in Antigua and Barbuda this week, Jorge Moreira da Silva, the executive director of the (Unops), called for recognition of the problems faced by what he called “some of the most vulnerable economies in the world” who contributed less than 1% to global carbon emissions. “Because of their unique circumstances and vulnerabilities, Sids face higher levels of debt distress than other developing countries,” said da Silva. “Over 40% of Sids are now on the edge of, or are already grappling with, unsustainable levels of debt. And with every major disaster, private external debt in Sids tends to rise. Between 2016 and 2020, Sids have paid in debt service 18 times more than what they received as climate finance. “They are excessively dependent on international trade”, he said, “with limited resources, remoteness from major markets, and susceptibility …

UN agency closes East Jerusalem compound after fire it says was arson

JERUSALEM —  The main United Nations aid agency for Palestinians closed its headquarters in East Jerusalem after local Israeli residents set fire to areas at the edge of the sprawling compound, the agency said. Philippe Lazzarini, the head of UNWRA, said in a post on the social media platform X that he had decided to close the compound until proper security was restored. He said Thursday’s incident was the second in less than a week. “This is an outrageous development. Once again, the lives of U.N. staff were at a serious risk,” he said. “It is the responsibility of the State of Israel as an occupying power to ensure that United Nations personnel and facilities are protected at all times,” he said. UNRWA, set up to deal with the Palestinian refugees who fled or were forced from their homes during the 1948 war around the time of Israel’s creation, has long been a target of Israeli hostility. Israeli police said they had opened an investigation into a brush fire adjacent to the UNRWA compound. “Preliminary …

UN agency says 80,000 people have fled Rafah since Monday

UN agency says 80,000 people have fled Rafah since Monday

The U.N. agency for Palestinian refugees, known as UNRWA, said Thursday that around 80,000 people have fled Rafah since Monday, when Israel intensified its operations in the southern Gaza Strip city. “The toll on these families is unbearable. Nowhere is safe,” UNRWA said on X. Israeli Foreign Minister Israel Katz said Thursday that his country’s military “will continue to fight Hamas until its destruction.” His comments came a day after U.S. President Joe Biden said the United States would not provide offensive weapons to Israel for use in Rafah, while also expressing a commitment to Israel’s defense. The move followed weeks of U.S. officials expressing opposition to Israel’s plans to carry out an offensive in Rafah, while Israeli officials cited the need to conduct an operation there in order to reach the goals of defeating Hamas and securing the release of hostages held in Gaza. Witnesses reported Israeli shelling Thursday in Rafah, while the Israeli military reported striking Hamas positions in central Gaza. United Nations officials expressed concerns about humanitarian aid deliveries reaching Gaza, including …

DOJ files lawsuit against Texas prison agency for denying religious accomodation

The Department of Justice (DOJ) filed a lawsuit against a Texas prison agency for allegedly denying religious accommodation to an employee over wearing a head covering.  Franches Spears, who was a records clerk within the agency’s Pam Lychner State Jail near Humble, Texas, was first put on leave with pay and later terminated after wearing a head covering “as an expression of her Ifa faith.”  “Employers cannot require employees to forfeit their religious beliefs or improperly question the sincerity of those beliefs,” Assistant Attorney General Kristen Clarke said in a statement.  “This lawsuit is a reminder to all employers of their clear legal obligation to offer reasonable religious accommodations. In our country, employers cannot force an employee to choose between their faith and their job.” The federal lawsuit was filed in the Southern District of Texas on Friday against the Texas Department of Criminal Justice (TDCJ). It alleges that the agency violated Title VII of the Civil Rights Act of 1964.  The lawsuit alleges that Spears requested to wear the head covering in accordance with …

GPS jamming is a ‘side effect’ of Russian military activity, Finnish transport agency says – POLITICO

“It is possible that the interference observed in aviation currently are most likely a side effect of Russia’s self-protection” that is used “to prevent the navigation and control of drones controlled by GNSS [Global Navigation Satellite System] or mobile frequencies,” Traficom said. In any case, the Finnish agency says it is safe to fly to and from Finland thanks to inertia-based navigation and ground-based navigation alternatives — though GPS remains “the main source of navigation information in aviation.” Finnair earlier this week suspended flights to Tartu, Estonia, for a month; the Estonian government announced its intention to discuss the issue with its EU and NATO partners. “[The] North Atlantic Council addressed the recent malign activities on Allied territory yesterday [May 2] and stated that Russia’s hybrid operations such as cyber and electronic interference but also sabotage, acts of violence and disinformation campaigns have affected several NATO member states,” said an Estonian foreign ministry spokesperson, referring to a NATO statement issued Thursday. Palestinian employee of German development agency ‘abused’ in Israeli jail | Israel War on Gaza News

Berlin, Germany – A Palestinian employee of Germany’s state-funded development agency has been imprisoned in Israel for more than a month, where she has been beaten and subject to abusive and humiliating treatment, her family members and lawyer say. Baraa Odeh, 34, works for the German Agency for International Cooperation (GIZ), and was detained by Israeli border guards on March 5 while returning to her home in Ramallah from a work trip to Germany. She has since been sentenced to three months of administrative detention without charge. Neither her husband, who is a German national, nor her family have had direct contact with Odeh since her arrest. “Our life is upside down,” her sister Shireen Odeh told Al Jazeera, adding that her family is extremely concerned for her wellbeing. “The only thing we do is think about her. We haven’t had a normal life since they arrested her.” Mahmoud Hassan, a lawyer for Odeh who has spoken to her in prison, said she has been physically assaulted and subject to inhumane conditions. “When she arrived …
