More from this theme Recent articles Families of children with SEND have lost a High Court legal challenge in which they alleged cash-strapped councils had broken the law over controversial “safety valve agreements”. The case centred on families’ concerns that measures introduced under safety valve agreements (SVAs) entered into by Bristol City Council and Devon County Council – aimed to reduce the local authorities’ huge SEND budget deficits – would limit vital support for children with additional needs. Both councils signed multi-million pound SVAs last year, along with 36 other councils with gaping high needs funding deficits. Under the controversial agreements, the 38 local authorities received a total of more than £1bn from the DfE, in exchange for assurances they would slash their high needs deficits over an agreed number of years. Boeing delays first ever astronaut launch due to valve problem | World News

Boeing has called off its first-ever astronaut launch at the final moment after discovering a valve problem in the Atlas V rocket.  The two NASA test pilots had just strapped into Boeing‘s Starliner capsule at Cape Canaveral space station for a flight to the International Space Station on Monday night (US EST) when the countdown stopped – two hours before the planned lift-off. It was the latest delay for Boeing’s first crew flight, on hold for years because of capsule trouble. The Atlas V rocket is manufactured by the United Launch Alliance, which includes Boeing and Lockheed Martin. United Launch Alliance’s chief executive Tory Bruno said the most recent delay may have been caused by an oxygen pressure-relief valve on the upper stage of the rocket that started fluttering open and closed, creating a loud buzz. The valve may have exceeded its 200,000 lifetime cycles which means it will have to be replaced, pushing the launch into next week, Mr Bruno said. The launch of Boeing’s Starliner capsule to the International Space Station was scrubbed Monday evening due to a malfunctioning valve on the Atlas V rocket that would blast it into space. NASA said the launch could proceed as soon as Friday. The rocket is a reliable workhorse and is made by the United Launch Alliance, a joint venture of Boeing and Lockheed Martin. After years of delays in Boeing’s Starliner program, the launch with two astronauts aboard is considered crucial. NASA said an oxygen relief valve on the rocket’s Centaur second stage was “buzzing,” or rapidly opening and closing, and would be closely examined to determine whether it needed to be replaced because of cycling too many times. Once that determination is made, NASA has launch windows this week on Friday and Saturday. NASA officials said that the crew was never in danger and that the launch might have proceeded if it were a satellite payload.
