Drivers tempted to bypass the official diversion for this weekend’s M25 motorway closure have been warned of potential ultra-low emission zone (Ulez) charges if they stray off course. The London orbital motorway is having its second ever planned closure, with a busy stretch in the south-west closed in both directions for works, potentially bringing long delays and congestion for thousands of drivers. National Highways has urged motorists to avoid travel if possible or stick to the official diversions. Drivers of non-Ulez-compliant vehicles entering the clean air zone will not be charged as long as they stay on the marked route, but will otherwise be liable for the £12.50 charge if they follow their satnav for an attempted shortcut. Only petrol vehicles more than 18 years old or diesels more than nine years old are normally liable for the charge, which was expanded to cover the whole of Greater London last year. A driver has been handed a London ULEZ fine – despite never being within 100 miles of London. Motorists are being slapped with the penalty charges as camera blunders are incorrectly identifying cars as being within the UK capital’s Ultra Low Emission Zone, which is an attempt lead by the Mayor of London Sadiq Khan to clear the city’s air of car pollution. In one case a car owner was sent a fine relating to non-payment of ULEZ for his Ford Mondeo when it was parked hundreds of miles away in Greater Manchester. Not only that – the car that had been photographed by Transport for London (TfL) was actually a Nissan SUV. Arthur Bailey, a retired designer from Greater Manchester explained that his son has been sent the penalty through the post. He told the Telegraph: “My son received a penalty charge from them with the registration number and correct details of his vehicle.” He added: “However the vehicle in the attached photograph, the ‘proof’ of the alleged crime, was clearly a completely different vehicle …

The animal boxes have been spotted on camera poles in parts of London in an apparent bid to prevent devices from being installed or fixed. Bats are legally protected in Britain and it can be an offence to disturb them. Sadiq Khan has hailed what he said was remarkable progress in improving London’s air quality under his tenure as mayor, after a study showed roadside pollutant levels falling faster in the city than elsewhere in the UK. The report, produced by the Greater London Authority (GLA) and Transport for London (TfL), said a good proportion of the improvement was the result of the ultra-low emission zone (Ulez), which was extended to all London boroughs last summer. The expansion of the clean air zone, which requires older and more polluting vehicles to pay a £12.50 daily charge, was fiercely opposed by the Tory central government, and even the Labour leader, Keir Starmer, asked Khan to reconsider the move. In January, you recommended to a reader who had been chased for nonpayment of the London ultra-low emissions zone (Ulez) charge that they sign up for autopay – the system which automatically debits the charge from the user’s bank account. In September 2023, I received a fixed penalty charge as a result of driving in the, then unknown to me, Ulez area. At the time I was advised by Transport for London (TfL) to set up autopay to prevent it happening again, which I did. Despite not having driven in the zone since, I discovered in December that £700 had been taken from my bank account by TfL. When I eventually managed to speak to a TfL staff member about this, it emerged that it wasn’t my car that had triggered the charges. My car is a Mercedes, and the car that the system had mistaken for mine was an Audi with a similar number plate. A small number of Ulez opponents prevented about 80 enforcement cameras recording the numberplates of vehicles that fail to comply with Sadiq Khan’s clean air zone. The protest, involving about 20 people, lasted for three hours in Sutton on Sunday afternoon. Signs were placed in front of the CCTV cameras to temporarily obstruct their view. A Met police spokesman said: “The protest passed peacefully and no arrests were made.” Up to 30 cameras in Sutton were thought to have been previously vandalised or removed by more militant campaigners. Kingsley Hamilton, of Action Against Unfair Ulez, claimed TfL was unable to enforce the Ulez across the south London borough for several hours yesterday. Many of the ULEZ fines are paid by the poorest drivers. One Londoner, on LBC told Khan “ULEZ has taken all my money. Now I don’t have anything’, another said she must ‘wait for pay day just to buy milk”. As I predicted, Khan’s response was to refer to his ULEZ scrappage scheme, which encourages purchasing a new car to prevent fines, but that only gives a Londoner just £2,000. Last year, according to Auto Trader data, the average cost of a diesel engine car that is ULEZ compliant is £11,996 more expensive than a non-compliant model at £7,995. The London Mayor has been blasted by his Conservative rival Susan Hall over his refusal to send thousands of cars which have been deposited with his scrappage scheme for the expansion of the Ultra Low Emission Zone (ULEZ). Mr Khan had claimed that he was unable to send the cars requested by President Zelensky and the Mayor of Kyiv which are desperately needed as Russia continues its onslaught on the country.
