This increased human demand for the krill could spell trouble for the whale species as they continue to recover from the days of industrial whaling.  A new perspective study published September 10 in the journal Nature Communications found that continuing to harvest krill in the Southern Ocean could threaten the whale’s continued recovery from whaling. Ahead of the fourth annual conference of small island developing states (Sids) being held in Antigua and Barbuda this week, Jorge Moreira da Silva, the executive director of the (Unops), called for recognition of the problems faced by what he called “some of the most vulnerable economies in the world” who contributed less than 1% to global carbon emissions. “Because of their unique circumstances and vulnerabilities, Sids face higher levels of debt distress than other developing countries,” said da Silva. “Over 40% of Sids are now on the edge of, or are already grappling with, unsustainable levels of debt. And with every major disaster, private external debt in Sids tends to rise. Between 2016 and 2020, Sids have paid in debt service 18 times more than what they received as climate finance. “They are excessively dependent on international trade”, he said, “with limited resources, remoteness from major markets, and susceptibility …

But the Congressional Review Act (CRA) changed the calculus for the executive branch. The CRA allows Congress to pass a resolution to overturn a regulation within 60 session days of its issuance. The resolution to overturn the regulation is immune to the filibuster in the Senate. Congress rarely uses the CRA to overturn regulations, but, when it does, it focuses on those that were issued late in a previous presidential administration. Last fall, I invited a stranger into my yard.  Manzanita, with its peeling red bark and delicate pitcher-shaped blossoms, thrives on the dry, rocky ridges of Northern California. The small, evergreen tree or shrub is famously drought-tolerant, with some varieties capable of enduring more than 200 days between waterings. And yet here I was, gently lowering an 18-inch variety named for botanist Howard McMinn into the damp soil of Tacoma, a city in Washington known for its towering Douglas firs, bigleaf maples, and an average of 152 rainy days per year. It’s not that I’m a thoughtless gardener. Some studies suggest that the Seattle area’s climate will more closely resemble Northern California’s by 2050, so I’m planting that region’s trees, too. Climate change is scrambling the seasons, wreaking havoc on trees. Some temperate and high-altitude regions will grow more humid, which can lead to lethal rot.
