  Throughout history, art looting from the victors has always been a sideline of war. Napoleon famously seized numerous cultural objects from the countries he conquered. Similarly, during World War II, the Nazis plundered the occupied European countries from their most valuable treasures. However, unlike Napoleon, the Third Reich justified its systematic seizure of cultural items with racial constructs.
