BRUSSELS —  European Union nations reached a tentative breakthrough deal to provide Ukraine with billions in additional funds for arms and ammunition coming from the profits raised from frozen Russian central bank assets held in the bloc. The agreement among the 27 EU ambassadors was announced by Belgium, which holds most of the frozen assets in the bloc. It came after weeks of tough negotiations among member states, which were made more complicated by the stringent financial limits on using such funds. The deal should free up to $3.2 billion a year for Kyiv, of which 90% could be spent on ammunition and other military equipment. Officials said a first installment of the funds could reach Kyiv in July. The EU is holding around $225 billion in Russian central bank assets, most of it frozen in Belgium, in retaliation for Moscow’s war against Ukraine. Collateralizing the interest earned on the frozen Russian assets, which would amount to some $5 billion a year, is emerging as one of the favored options to bridge differences between the U.S. and Europe ahead of a G7 leaders summit in Italy in June. But G7 members are still arguing about certain “holdbacks” that would whittle down those expected windfall profits to just $2.5-$3.0 billion, one of the officials said, pointing to Belgium’s 25% tax rate, a “convenience fee” applied by depository Euroclear, and a proposed litigation reserve. ZURICH (Reuters) – Switzerland reported a 1.7 billion franc ($1.9 billion) fall in the value of frozen Russian assets on Tuesday compared to the end of last year, though it denied this was a sign it was doing too little to sanction Moscow over its invasion of Ukraine. The value of frozen Russian assets fell to 5.8 billion francs from 7.5 billion at the end of 2023. But the State Secretariat for Economic Affairs (SECO), which oversees sanctions, said most of the reduction was because previously frozen assets were now worth less, not because it had become lax in enforcement. Falling stock values had wiped 2.3 billion francs off the worth of previously blocked assets, SECO said, while an extra 580 million francs in assets held via complex financial structures had been discovered and frozen last year. This included luxury cars and artworks. Switzerland was now in a “completely different place” to last year when the G7 countries criticised Swiss loopholes on sanctions, and was implementing them well, said Simon Pluess, head of export controls …
